新西兰技术移民SMC概述、申请条件、评分标准、申请流程、材料清单和豁免学校

SMC 新西兰技术移民2017年8月28日起，新西兰技术移民 SMC 将实施最新评分标准，160分以上才能获得邀请，没有新西兰技能雇佣且没有取得新西兰2年以上硕博学历的申请人将只能获得 job search visa。配偶要加分需要满足雅思总分6.5（同样认可 PTE，TOEFL，FCE）。 

SMC项目概述 

新西兰以完善的福利、高质量的教育、热情友善的国民以及世界上独一无二的美丽自然环境吸引着众多新移民涌入这个国度，也是"澳新加美" 四大热门移民国家之一。新西兰每年约提供4.5万~5万个移民配额，新移民占新西兰总人口的1%左右，其中60%来自新西兰技术移民（SkilledMigrant Category/简称SMC）。其希望通过吸收全球范围内的技术人才以填补国内的一些职位空缺，提高新西兰的创新能力、可持续发展能力，进一步促进全球化，创造出一个繁荣、多民族多文化包容性的社会。

SMC申请条件 

1. 年龄在55周岁以下；

2. 雅思总分不低于6.5分（A类或G类均可，同时认可PTE，TOEFL iBT，FCE 和 OET，2年之内）；

3. 满足职业的学历要求，有的学历需要做NZQA学历认证；

4. 身体健康，没有犯罪记录；

5. 获得EOI邀请。

新西兰技术移民SMC适合雅思没有达到4个6不符合加拿大和澳洲技术移民但总分达到6.5的申请人，同时也符合已经申请加拿大或澳洲但当前还不确定能否成功申请的申请人。对境外申请人来说，如果没有雇主offer，那么只有职业属于绝对紧缺职业（area of absolute skills shortage）的申请人才有希望申请。

SMC 20170828新西兰技术移民评分标准 

20170828后新西兰技术移民最新评分标准总分340分，申请人需要获得160分才能被邀请。从最新评分标准看年龄得分放宽，工作经验加分增加，技能雇佣基于薪酬进行评估，也就是新西兰更加倾向已经有较长时间工作经验，收入较高的高级人才。

从上面简化评分标准看，申请人年龄30分（39周内），学历70分（硕士），6年紧缺职业工作经验30+15共45分，配偶10分（本科），只有155分，没有新西兰技能雇佣（新西兰雇主offer）且没有新西兰留学经历的情况下要达到160分不是那么容易，而且在没有新西兰雇主offer和新西兰硕博学历的情况下即使获得160分也只能给予9-12个月的 job search visa，这个申请人需要注意。

SMC技术移民评分标准变化

与之前相比，2017年828新政后新西兰技术移民评分标准发生变化:

• 新西兰技能雇佣（Skilled Employment）加分不再区分工作年限，统一为50分（之前工作满1年加60分），取消了未来发展领域技能雇佣额外加分。最重要的变化是新西兰技能雇佣的评估标准是岗位薪酬，ANZSCO Skill Level 1,2,3 需要达到时薪23.49纽币（年薪48,859纽币），ANZSCO 4，5 及其他未在ANZSCO里定义的职业要求时薪35.24纽币（年薪73,299纽币），时薪达到$46.98纽币的还可以获得额外20分加分。

• 年龄：30-39岁的分数上涨

• 学历：硕博学历分数提高到了70分，紧缺职业，未来发展行业学历加分取消

• 工作经验：4年及以上工作经验加分提高，10年及以上工作经验加分最高50分（之前最高30分）

• 新西兰亲属：新西兰亲密家庭支持的10分被取消

Comparable labour market

新西兰技术移民评分标准里的工作经验加分要求工作经验是在新西兰认可的29个同等劳动力市场（Comparable Labour Market）上取得的。中国不属于 Comparable Labour Market，如果不属于 Comparable Labour Market 则需要在国际跨国公司的工作经验才被认可，具体要求：

1. 这家外企的总部(母公司)必须是 Compare Labour Market一员;

2. 这家外企必须为母公司的独资企业或者母公司占有50%以上的股份；

3. 这家外企的核心名称必须与母公司相同；

SMC申请流程 

移民评分系统是申请新西兰技术移民的第一步，当申请人有意向新西兰申请技术移民时，首先需要通过新西兰移民局的评分，只有在满足基本的分数线以后，才可以向移民局正式提交EOI(Expressions of Interest, 移民意向申请)。新西兰技术移民评分，根据现有的政策，满100分可以进入候选池(EOI Pool)中等待入选，满160分无需等待自动被选出。

新西兰移民局每隔两周在候选池里按上面的标准来进行挑选，顺利挑选出的申请人，移民局将向申请人正式发出邀请函(ITA)，EOI申请最多可以在候选池里保留6个月，也就是最多可以参加12轮筛选。

SMC申请周期 

1. EOI阶段： 没有固定周期，分数高的优先收到邀请。

2. 签证阶段： 6-12个月。

SMC申请费用 

• NZQA学历认证 1191纽币/人 (标准费用746-折合3700元人民币， 加急费404-折合2000元人民币， 材料返还费 41) ，大概5000多元人民币，FLY注

• EOI申请费 510 纽币(单身/夫妻2人/一家三口 费用相同)，大概2500元人民币，FLY注

• 签证费12720元（有时会调动），另外需要服务费220元（这个费用是给上海新西兰签证中心打电话确认过的）； 每人加收快递费（用于材料回寄）50元

FLYabroad： 新西兰签证申请费 是一家三口 ￥13090，夫妻二人￥ 13040，单身 ￥12990。

豁免NZQA学校 

新西兰对于海外学历的认可分为两种：第一种是豁免评估直接认可；第二种是需通过NZQA评估(新西兰学历评估委员会)。

以下情况的学历，必需进行NZQA评估

• 申请人未持有一个学位证书(学士学位证、硕士学位证、博士学位证)

• 申请人的学位超出以下学校中所注明的毕业年限范围

• 申请人的学位颁发学校未出现在以下免评估清单中

• 申请人是研究生文凭

• 申请人是本科学历(未取得学士学位的大学本科学历)

• 申请人是大专学历

• 申请人是成人教育学历
